I'm using Win 10/Firefox, so you may need a slightly different button-combo, but on the Manage Tags, you want to hold down on the CTRL button while selecting tags to select more than one.

Then you want to put in what you want the resulting tag to be named in the textbox beside the Merge Selected Tags button. (The latter stumped me at first, tbh.)
